Mr. HANSBROUGH, from the Committee on Pensions, submitted the
following
REPORT.
[To accompany S. 4622.]
The Committee on Pensions, to whom was referred the bill (S. 4622) granting a pension to John S. Beaty, have examined the same and report:
The records of the War Department show that this man was enrolled September 2, 1864, in Company A, Fourth Minnesota Infantry, and was mustered out June 12, 1865. He also served during the war with Mexico in Company E, Fourth kentucky Infantry.
He was pensioned as a Mexican war survivor at $8 per month until allowance of a claim under act of June 27, 1890.
On July 11, 1890, he made application under the act of June 27, 1890, alleging chronic diarrhea, rheumatism, debility, and age. This claim was allowed for disease of digestive organs, rheumatism, and general debility at $12 per month from date of filing, pension under survivor's act to cease.
Judge W. W. Fitch, of Anoka, Minn., in an affidavit filed in the Pension Office October 12, 1891, says:
Claimant is a very worthy man, about 70 years of age, very feeble and poor, and has a helpless wife, who has been a confirmed invalid for many years. * * * He is totally disabled for the performance of manual labor.
A petition filed with this committee states his condition as follows:
Mr. Beaty has been entirely helpless for the past year on account of sickness and old age. He is 75 years old, and his wife has been a confirmed and helpless invalid for a number of years. They have no one legally bound to help them and unless something can be done for their relief they will become a public charge.
Your committee therefore recommend the passage of the bill.
